NSW Smart Rental Bonds Are Now Live

Moving house is already expensive. For renters, one of the biggest cash-flow pressures can be having to pay a new rental bond before their previous property’s bond has been returned.

From 11 August 2026, that could become easier for some NSW renters, with the launch of the state’s new Smart Rental Bonds scheme.

The scheme allows eligible renters to transfer their existing rental bond to a new property rather than finding thousands of dollars upfront for a second bond.

For now, it is only available to renters moving into selected areas, but the NSW Government plans to expand the program statewide.

What are Smart Rental Bonds?

Smart Rental Bonds are designed to reduce the financial pressure renters can face when moving between properties.

Under the traditional process, a renter may need to pay a full bond for their new home while waiting for the bond on their previous rental to be released.

That can mean temporarily finding several thousand dollars at a time when renters may already be paying moving costs, advance rent and other expenses.

Under the new system, eligible renters can instead nominate their existing bond and transfer it to their new rental through an online service overseen by NSW Fair Trading.

Shelter NSW CEO John Engeler described the change as a “game changer”, particularly for lower-income renters who may otherwise need to borrow money or significantly reduce other spending to cover a second bond.

How does the bond transfer work?

Renters using Smart Rental Bonds will pay a $25 application fee each time they transfer a bond.

Through the online portal, the renter selects the bond they want to transfer and nominates the new rental property.

If the new bond is higher, they simply pay the difference.

For example:

  • Existing rental bond: $2,400
  • New rental bond: $2,700
  • Amount the renter needs to contribute: $300

Rather than having to find the full $2,700 while waiting for the original $2,400 to be returned, the renter only needs to cover the $300 difference, plus the $25 transfer fee.

If the new bond is lower than the existing bond, the renter may receive the difference back, provided there is no successful claim against the previous bond.

What happens if the previous landlord makes a claim?

Smart Rental Bonds do not remove a landlord’s ability to make a legitimate claim against a rental bond.

A landlord can still claim for matters such as unpaid rent or property damage.

If the renter agrees with the claim, the NSW Government can pay the landlord directly. The renter will then be required to repay that amount to the government within 28 days.

If the renter disputes the claim, it can be referred to the NSW Civil and Administrative Tribunal, or NCAT, for determination.

The government will not pay a disputed landlord claim until either the renter agrees to it or NCAT makes an order.

Where are Smart Rental Bonds available?

The scheme is initially available to renters moving into properties within three NSW local government areas:

  • Parramatta
  • Penrith
  • Central Coast

The limited launch is part of a staged rollout.

According to NSW Fair Trading Minister Anoulack Chanthivong, there are close to one million rental bonds in NSW, representing approximately $2.3 billion of renters’ money.

The government says that introducing the system gradually will allow it to test the platform’s performance before making it available more broadly.

The scheme had originally been expected in late 2025 but was delayed until mid-2026.

If the initial rollout goes smoothly, the government expects Smart Rental Bonds to become available to renters across NSW by the end of 2026.

Why does it cost $25?

Renters must pay the $25 fee every time they use the bond transfer service.

The fee has attracted some criticism, including from the Tenants’ Union of NSW, which has argued that the charge could disproportionately affect renters with lower incomes.

The NSW Government says the fee is intended to contribute towards the cost of administering the service rather than generating a profit.

Minister Chanthivong said the $25 fee could potentially save renters from having to temporarily find as much as $4,000 for another bond.

Shelter NSW has also acknowledged that while a free service would be preferable, paying $25 may be considerably easier for many households than finding another $2,500 or more at short notice.

Why the change could matter for renters

The biggest benefit of Smart Rental Bonds is not necessarily that renters pay less overall. Instead, it reduces the amount of money they may need to have available at one time.

That distinction can make a substantial difference during a move.

A renter could already be dealing with removalists, connection fees, cleaning, advance rent and other relocation expenses. Removing the need to temporarily fund two rental bonds could free up significantly more money to manage those costs.

It may also reduce the need for some renters to rely on credit cards, personal loans or other forms of borrowing simply to bridge the period between paying their new bond and receiving their previous one back.

What happens next?

For renters moving into Parramatta, Penrith or the Central Coast, Smart Rental Bonds are now another option to consider when changing properties.

For everyone else in NSW, the current rollout is effectively a trial of what could soon become the standard way to transfer rental bonds between properties.

With around $2.3 billion currently tied up in NSW rental bonds, even a relatively simple change to how that money moves between tenancies could have a meaningful impact on household cash flow.

If the rollout proceeds as planned, renters throughout NSW should have access to the scheme before the end of 2026.
